I think the 3 standard languages would fit with growing up in a house of Harpers for Vic.

It's learn one language per downtime (but can be used for three separate downtimes).. Sorry for not being clear.

Essentially it was intended at per XGE but half the duration (which we're handwaving here) and a higher weekly cost (which the Nandars are paying here).

I would think this would be more akin to the "real world" corrections and use of the language for the time in town, so he can become fluent.
Having done the "school work" of learning it in his youth.

I am doing the Smithing tools and will be happy to smith anything the town needs once I am proficient.

They will take you up on that. Nails, staples, mundane things for rebulding plus arrow heads. You can uyse 50% of your time to make things for them and 50% for you. They will supply the metal for you; (but nothing exotic like mithril or adamantite.).

For this downtime you can choose to become proficinet in orcish. Or halfling. (Not both.)

Right, that is why I asked if Orcish is available, if not Halfling.
Since it seems an Orcish speaker is available, Vic will stick around them, and help them on their tasks, and keep up the conversation.

Vic helps the tiefling tend herbs, mostly replanting and restoring, but also a little bit of brewing and pot cleaning.

Darts are small and reasonably delicate and Luka is not under pressure so I'm going to say you can use DEX for this, giving you 1d20+4+2=9+4+2=15.
So, yes, you get 10 darts made and one of them is +1 to hit (non-magical).

Starting Chapter 5 - New Adventuers and New Friends
This is a restart of the campaign after my hiatus. Currently we have two players. Each player may choose one, two or three characters to run from any of their previous groups in this campaign. When done, each PC gains rewards as follows:
a) One year SELUM membership for your adventuring band (one month elapsed)
b) Research assistance for seven focused topics (four used and three remaining)
c) You each gain three potions of Greater Healing [4d4+4] plus 30 Harbour Moons
d) You each choose any two magical items with a rarity of Common
e) You each choose either eight spell levels of 1st and 2nd level arcane spells, OR two uncommon items from:
2x Amulet of Anti-Nature, Boots of Springing & Striding, Boots of the WInterland, Bracers of Archery, Cloak of Elvenkind, Cloak of the Manta Ray, Gloves of Thievery, Goggles of Night x2, Halberd +1, Javelin of Lightning, +1, Mariner's Armour (breastplate), 3x Periapt of Health, Rapier +1, Ring of Swimming, Rope of Climbing, Short Sword +1, Wand of Magic Detection, Warhammer +1
Already taken: Bag of Holding, Scimitar of Fire (+1d6 fire dam),
